The Strom Thurmond Institute of Government and Public Affairs is a Public Service Activity (PSA) of Clemson University. Established in 1981, the Institute conducts applied research and service in public policy areas at the local, regional, state and national levels. The Institute draws upon the expertise of Clemson University faculty, staff and students and has an established record of collaborative partnerships with academic, governmental and private sector scholars throughout the world. The Institute also enhances awareness of current public policy issues on the Clemson campus and throughout the state and region through informal and formal educational programs. The Institute sponsors research and public service programs to enhance civic awareness of public policy issues and improve the quality of national, state and local government. The Institute is a nonprofit, nonpartisan, tax-exempt public policy research organization.
  The mission of the Strom Thurmond Institute is to initiate conversation and promote movement on critical issues facing South Carolina, the Southeast and the Nation.

The Self Portrait: How Are We Doing In South Carolina? is an ongoing biannual survey developed in collaboration with the University of South Carolina's Institute for Public Service and Policy Research Survey Laboratory. The project is designed to help us better understand South Carolinian's perceptions of the state's current and future outlook, if attitudes are changing over time, and where changes in priorities may be in order.

sad Developing a Theoretical Framework for Water Quality Trading in the Saluda-Reedy Watershed, South Carolina

This study examines the feasibility of a water quality trading program for the Saluda-Reedy watershed in upstate South Carolina specifically targeted at the reduction of phosphorous, a pollutant of growing concern in the watershed.

Three important components of a trading program are:
(1) an understanding of the phosphorous effluent problem in the watershed,
(2) an agreed nutrient cap, and
(3) willing buyers and sellers.

Through an analysis of recent scientific findings and by collecting new anecdotal information from key watershed stakeholders, the study comments on these components.

This 2010 update compares the economic and education condition and performance of Greenwood County and its peer counties in the region. Education revenues, expenditures, academic achievement and rankings are assessed. In addition, population, employment and income levels are updated and analyzed.
