An Analysis of the Impacts of Property Tax-Based Economic Development Incentives on School Districts in South Carolina |

This report expands research conducted earlier by the same consultants for the Horry County School Board, exploring the impacts of a large development project on the school district. The School Boards Association asked the same group to look at the statewide implications on school districts' ability to finance education if school tax revenues are reassigned for use in financing local economic development projects.
